Also I was thinking about something. So one reason Bucky was such a good killer was his fancy arm that made him super strong and awesome and recognizable in fan art, so why did they not just cut off all of the other Winter Soldiers arms and make them Bucky-ized. It’s brutal, but effective and we already know Hydra does not care for the mental health and wellness of their “soldiers”
